Disaster, Power-Outage and Communications Backup for Sports Camps

During a disaster, one of the greatest risks is participants moving separately while information is limited. For a sports camp, prepare life safety, confirmation of everyone's location, communication with guardians or the organization, and decisions about cancellation or returning home as separate tasks. Do not guess what emergency equipment the facility has; decide general backup communication and assembly rules in advance.

If one person handles everything, phone calls can pile up while they are trying to conduct a headcount. Assign roles and substitutes so responsibilities can switch if the primary person is absent, injured or unable to communicate.

SECTIONSet different assembly rules for different conditions

  • Primary assembly location when it is safer to remain inside

  • Outdoor candidate if the group must leave the building

  • Wait-in-place rule for an outside group that cannot return to the facility

  • How to move if the town or facility designates an evacuation destination

SECTIONPrepare a paper roster and offline information

  • Minimum necessary participant names, groups, leaders and emergency contacts

  • Addresses of the accommodation and activity locations

  • Medication or mobility information needed in an emergency

  • Facility, municipal, transport and organization contact information

  • Assembly rules and what to do when communication is unavailable

Because the roster contains personal information, limit distribution to responsible people and decide how loss prevention and collection will work. Prepare an offline copy stored on a device and/or paper rather than relying only on the cloud.

SECTIONDuring a power outage, avoid open flames and reduce unnecessary movement

In a dark facility, steps, glass, baggage and stairs increase fall risk. Use flashlights or device lights and avoid candles or other open flames. Follow facility guidance on elevators and electrical equipment and do not move around unnecessarily.

SECTIONSeparate cancellation of activity from the decision to return home

Stopping practice does not mean immediately driving home is safe. Check road restrictions, warnings, the affected outage area, fuel, driver rest and alternative accommodation, then decide whether staying put or moving is safer.

SECTIONWhen confirming emergency conditions with BASE NIIKAPPU

If you need to confirm evacuation routes, indoor procedures during a power outage, nighttime communication or arrangements for participants who need support, ask in advance with the date and group conditions. The inquiry form is not an emergency-reporting channel; for life-threatening emergencies call 119, and call 110 when police assistance is required for an incident or accident.
